VIGILANCE AND ANTI-CORRUPTION DEPARTMENT, MANIPUR
Vigilance and Anti-Corruption Department, Manipur is one of the wings of the State Vigilance Commission for the investigation of criminal offenses relating to corruption and misconduct of public servants of the Government of Manipur.
The department is mandated to (1) to undertake any enquiry into the transaction in which a public servant is suspected or alleged to have acted for an improper purpose or in a corrupt manner; (2) to cause an enquiry or investigation to be made on any complaint that a public servant has exercised or refrained from exercising his power for improper or corrupt purposes; (3) to inquire into complaints of corruption, misconduct, lack of integrity or other kinds of malpractices or misdemeanors on the public servants.
The office of the Superintendent of Police (Vigilance), Manipur was declared a Police Station on 24th April 1971 vide notification No. 1/183/70-DV of the Secretariat, OMV Branch, Government of Manipur, when the State was still a Union Territory. Recently, the Vigilance Police Station was redesignated as Vigilance & Ant-Corruption Police Station vide Home Department, Government of Manipur order No. 24/3(1)17-H(3) dated 10th January, 2018.
The State Vigilance Commission, under which the State Vigilance and Anti Corruption department functions, was set up by the Government of Manipur Resolution No. 4/4/81-DV dated 28th May, 1981. The resolution provides for a single member commission with the following wings to carry out its functions:
Directorate of Vigilance and Anti-Corruption
The Directorate of Vigilance and Anti-Corruption is headed by the Director of Vigilance for conducting enquiries and investigations.
Tribunal for Disciplinary Proceedings
The Tribunal Wing for disciplinary proceedings has one Commissioner and one Deputy Commissioner for conducting Departmental enquiries against Gazetted and non-Gazetted officials respectively.
Technical Experts
The Commission has a post each of Chief Technical Examiner and Accounts Officer.
The Vigilance Commission undertakes general check and supervision over all Vigilance and Anti-Corruption work in the state. It causes enquiry/investigation to be made into any act of a public servant involving corruption, lack of integrity, misdemeanor, misconduct or malpractice. On receipt of the enquiry/investigation report and after examination, the commission advises the disciplinary authorities about the type of proceedings, if any, to be initiated. In cases where the Commissioner, Departmental Enquiries is appointed as Inquiry Officer by the State Government, the reports are submitted to the Vigilance Commissioner. The commission also advises the Government, whenever and wherever necessary, about improvement in procedures and practices.
The office of the Superintendent of Police, Vigilance and Anti Corruption, Manipur which was declared a Police Station for the purpose of investigation of criminal offences relating to corruption and misconduct of public servants of the Government of Manipur, has jurisdiction throughout the state.
The Anti-Corruption Wing within the Department was constituted to deal with cases of disproportionate assets and trap cases and as mentioned above the nomenclature of Vigilance Department was changed to Vigilance and Anti-Corruption Department vide Notification No. 24/3(1)17-H(1) dated 10th January, 2018 of the Home Department, Government of Manipur.
Main Functions of the Department
The department conducts Investigation/Enquiries into the following types of allegations involving Government Servants and Public Servants including those working in the Public Sector Undertakings of the State Government.
- Criminal misconduct of Public Servants as defined in the Prevention of Corruption Act 1988.
- Dishonest or improper conduct or abuse of power by Public Servants.
- Gross dereliction of duty or negligence.
- Misappropriation of public funds.
- Amassment of wealth is disproportionate to the known sources of income.
- Misuse of Public money or property.
- Corruption preventive activities.
